GCOOS Proposal Submission Guides and Documents
GCOOS is a certified Regional Coastal Observing System (RCOS) — a non-federal observing organization certified as meeting federal standards for data gathering and management. This certification means that our data has the full backing of the U.S. Integrated Ocean Observing System (IOOS) and the National Oceanic and Atmospheric Administration (NOAA).
Core funding for GCOOS operations comes from a series of competitive five-year grants awarded by IOOS that support the administration and implementation of the regional observing system. As part of that implementation, GCOOS provides sub-awards to Principal Investigators through a competitive process.
Periodically, GCOOS may also offer sub-awards related to other funding opportunities, including the Inflation Reduction Act. Submission guidelines are outlined below as they are available.
GCOOS Year 4 Sub-Award Budget Submission Process
Please note: We are NOT currently accepting any new proposals.
Principal Investigators submitting Year 4 sub-award funding proposals to GCOOS should work with the sponsored programs office at their institutions to submit the proposal package electronically to the TAMU Sponsored Research Services Office.
Each sub-award package must include the following:
- Title page — use this template
- Budget using form SF424A (please note, you will likely have to download this form to your desktop)
- Budget justification — use this template, and also refer to NOAA Grants Management Division’s Budget Narrative Guidance
- Scope of work — use this template
Additional Inclusions:
- TAMU form for institutional commitment
- Principle Investigator resume (2-page/12 pt. font)
- Fringe and/or IDC rate memo or link to institutional page in cases where rates are greater than 38%
- Data management plan (1 page) — use this template

Bipartisan Infrastructure Law (BIL) Funding Proposals
The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS) U.S. Integrated Ocean Observing System (IOOS) Office is asking GCOOS for a proposal for three-year projects in support of the Bipartisan Infrastructure Law (BIL). Congressional funding has been approved under Operations, Research, and Facilities (ORF) to support (a.) improved and enhanced coastal, ocean, and Great Lakes observing systems and (b.) to enhance associated sharing and integration of Federal and non-Federal data.
